Update on MonTel Service information.

I left out an important part of the instructions to install MonTel server as a Service in the last email.

To refresh the information in the INI file a service needs to restart internally since it cannot be run from a batch file. To allow this to happen, set ExitServerIfINIisUpdated=2 in the [Program] section of the PABX.INI file (using EdIni32) and manually restart the service (using SVCMAN). In addition, there were potentially problems with the Service not exiting correctly (under circumstances yet to be defined). In anticipation of the cause of this an update (Build 208) is available in SERVERCN.ZIP on the web site. Essentially this update does two things. It speeds up the exit code making sure than things are completed in the correct order, and secondly, it makes sure the SCM is notified only once that the service has started (previously this happened every time the INI file was updated).
